What is the difference between website design and development?
When designing a website the most obvious thing is to make it look attractive through colour and use of images and applications like animation. Keeping it balanced and ensuring that the images look good on any sized screen. This is the aesthetics of the website.

Website development is making sure all the things work together, sometimes a site requires user interactivity and in the  development we ensure that all the links go to the right places, all items are correctly placed and named so that they can be easily identified and the visitor knows what to do when they get to a place on the website. This is mostly important on dynamic sites where there could be a lot of user interaction, we don't want people to land up sending or storing the incorrect information.

Think of it this way, if we were building a house, the design would be what the architect wants it to look like and the development is what the construction people do to make it a finished product.
